Nature of power is not necessarily repressive. Power itself produce obedient and docile subjects. Using specifications that happened inside science, with the goal of raise even more the knowledge and control over people´s lives, sexuality appears as a specialty of the psychological sciences (Medicine, Psychiatry and Psychology). I have read Butler recently and she raises more questions than look for answers, maybe because if we find an answer, we can find other species of ideological entangle.
